History of At-Store Reclamation

The At-Store Reclamation System was developed in Canada as an Efficient Consumer Response (ECR) initiative.

In 1997, a year-long ECR pilot, using APS, examined every aspect of reclamation. Under the scrutiny of the Grocery Distributors and Vendors, all aspects of product handling and disposition were analyzed. Operational practices were verified by Departments of Heath, Departments and Ministries of the Environment and stakeholders legal departments. The result of the program was that stores achieved an immediate 20% reduction in the incidence of unsaleables.

After a year of testing, Canadian Grocery Vendors and Distributors negotiated an industry Protocol for handling unsaleable items based on the At-Store Reclamation system. At-Store Reclamation was recommended as the best option for the Canadian grocery industry.

What derived from the test was an industry-approved better method for handling unsaleables.

In 1998, the ECR Unsaleables Committee issued an ROP (Request for Proposals) to select a supplier for the industry-approved store reclamation program. APS was selected.

A part of the original agreement is that reclamation is a "cost recovery" program and not a profit centre.
